NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Convert PST tables to relative values
This is a prerequisite to allow changing piece values
at runtime, needed for tuning.
Also use scores instead of separated midgame and endgame values.
No functional change.
