NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Simplify "ponderhit" handling
If flag StopOnPonderhit is set it means that we UseTimeManagement
and also we are at Iteration >= 3.
So we can safely simplify the formula.
No functional change.
