NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Readd SRWLOCK and Condition Variables under Windows
And set them as default.
Introduce compile switch OLD_LOCKS to allow to fallback on
compatible locks supported by Windows XP and older versions.
No functional change.
