NCM plays each Stockfish dev build 20,000 times against Stockfish 7. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Simplify king shelter cache handling
This is more similar to how get_material_info() and
get_pawn_info() work and also removes some clutter from
evaluate_king().
No functional change.
