NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Re-enable spinlocks
For branch C++11, that doe snot run on fishtest,
there is no need of this kludge, let only master
have it.
No functional change.
