NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Add -fno-ipa-cp-clone for mingw
Add -fno-ipa-cp-clone for mingw just as we do for gcc. I get about a 1% speedup. My machine is pretty unreliable for bench so maybe someone can verify.
