NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix compile with Intel 13.0
It seems Intel is unable to properly workout templates with 'static'
storage specifier.
Workaround using an anonymous namespace instead.
No functional change.
