NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Use -O3 for all compilers (including ICC)
There seems to be no benefit from using -fast over -O3 with icc.
So use -O3 everywhere.
No functional change
