NCM plays each Stockfish dev build 20,000 times against Stockfish 14. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix signedness warning in time_to_msec()
We have a signed integer here so let the return type
take in account that.
Found by Clang with -Weverything option.
No functional change.
