NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Use "pedantic" flag also for mingw
This will avoid to run in fishtest a test where the linux machines exit from
the building process and only the windows machines run the test.
