add MACOSX_VERSION_MIN, use ndk r28b Fix #7180, #7183 macOS github workflow is version 10.15 so it'll still be compatible with 10.15+. Local Apple clang builds will target the host macOS version. ndk r28 drops support for some very old setups, but is necessary for working on newer setups per the report. closes https://github.com/official-stockfish/Stockfish/pull/7188 No functional change
