NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Remove some CI parts not yet working
downgrading compiler didn't work for windows build. Stick to gcc 13 for now.
Windows x86-32 not a 32bit binary, remove.
