NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Simplify outpost code
Also inline defintions of SpaceMask and CenterBindMask.
Verified from assembly that compiler computes the values
at compile time, so it is also theoretical faster.
While there factor out scale factor evaluation.
No functional change.
