NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix a dependency bug
Instead of allowing .depend for specific build-related targets, filter
non-build-related targets (i.e. help, clean) so that other targets can
normally execute .depend target.
