NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix compiling of 32 bit binary on 64-bit Windows
Two versions of mingw-w64 (targeting Win64 and Win32)
can be installed on Windows too.
