NCM plays each Stockfish dev build 20,000 times against Stockfish 15. This yields an approximate Elo difference and establishes confidence in the strength of the dev builds.

Fix Makefile for incorrect nnue file
If an incorrect network file is present at the start of the compilation stage, the
Makefile script now correctly removes it before trying to download a clean version.
